In December 1997, the Administrative Council of the European Patent Organisation decided that the European Patent Organisation will offer Patent Information on the Internet from about mid 1998 as a way of bolstering the process of innovation in Europe. The project called DIPS (Distributed Internet Patent Services) is in this news release.

Of the one million or so patent documents published each year around the world, approximately one third are published in Japan. The European Patent Office puts great emphasis on making Japanese patent information as simply accessible as possible to its clients.
