Prompted by the uncomfortable knowledge that changes are being made in the constitutional system by this device, without public awareness or appreciation, Miss Ridgeway has attempted to bring into focus what these compacts can do and what can be expected in the future from them by calling attention to four of the more important compacts a single state--Illinois--has with its neighbors.
