    "In the last several years, cities around the world have taken on a leading role in advancing policy to reduce greenhouse gas emissions. Many U.S. cities are still determining the policies that would best achieve their emissions reduction targets. In addition to political considerations, U.S. cities must consider how to structure these policy approaches that have been effectively deployed in other jurisdictions in a way that comports with U.S. federal and state law. City legal authority varies across municipalities within the U.S. For these reasons, a city can't simply "copy and paste" GHG-targeting policies that have been successful elsewhere without considering the contours of its legally-delegated authority. This primer aims to help close this ambition gap by presenting multiple policy options in a range of municipal carbon mitigation sectors (i.e., buildings, transportation, waste, energy, and cross-cutting strategies) and include in this policy discussion an exploration of relevant legal issues that might inhibit policy adoption. This legal discussion is essential to understanding urban carbon mitigation policy in the U.S. Without it, policymakers are choosing among policy options that may face legal scrutiny or be struck down by the courts.
